 General notices    DEPARTMENT OF BASIC EDUCATION   NOTICE 3101 OF 2025   NATIONAL EDUCATION POLICY ACT, 1996 (ACT NO. 27 OF 1996)   ESTABLISHMENT OF THE MINISTERIAL TASK TEAM ON THE REVIEW OF   EDUCATION WHITE PAPER 6   1. I, Siviwe Gwarube, Minister of Basic Education, hereby amend the list of members of the Ministerial Task Team (MTT) established to review Education White Paper 6.   2. The Ministerial Task Team is responsible for the following    i. Provide a report to the Minister on what needs to done, flowing from the lessons learned over initial twenty-year period, to ensure an inclusive education and training system; and   ii. Fulfil any other tasks as may be decided by the Minister from time to time.   3. The terms of reference of the Ministerial Task Team are as follows    (a) Review status reports on the extent to which Education White Paper 6  Special Needs Education  Building an Inclusive Education and Training System (2001) has been implemented with a view to obtaining a comprehensive picture of successes and challenges.   (b) Review external evaluations of South Africa s compliance in the implementation of Article 24 of the Convention on the Rights of Person with disabilities and SDG 4, such as the Concluding Observations on the Initial Report of South Africa by the Committee on the Rights of Persons with Disabilities (2018) and the SDG-Education 2030 Review for South Africa (2018). (c) Review calls for action emerging from the UN Transforming Education Summit (2022). (d) Review and familiarise themselves with all other relevant literature to ensure that they understand and can take into consideration the developments in respect of Education White Paper 6. (e) Conceptualise, define and demarcate the format and process of the review of Education White Paper 6 in line with the mandate and strategic direction of the sector. (f) Develop and manage the implementation framework and management plan on the review of Education White Paper 6.   (g) Develop a future vision, principles and strategies for building an inclusive education and training system.   (h) Investigate the implications of the above in terms of the education system as a whole, including curriculum and institutional development. (i) Conduct consultation sessions with relevant stakeholders and individuals to obtain relevant inputs. (j) Receive and process inputs and comments for consideration in respect of its mandate.   (k) Determine areas in which international expertise is required and oversee such consultation processes with a view to strengthening final recommendations. (l) Provide regular updates to the Minister in respect of the progress of the task.   4.
