- This agreement shall apply to non-parties from 11 February 2013 until 31 December 2013. However new agreement was published and is applicable from 16 December 2013. As no specific date of commencement of the agreement for parties was published, the date given by the Minister for non-parties was used. Extended by Notice Number 445 in Government Gazette 336593 of 28 June 2013.
