- To give effect to the right contained in Section 24 of the Constitution of the Republic of South Africa, 1996 and to:- promote the realisation of a safe environment for the benefit of residents within the area of jurisdiction of the Municipality; - promote universal accessibility to streets; and - provide for procedures, methods and practices to manage the use and utilisation of streets in the area of jurisdiction of the Stellenbosch Municipality.
