Insertion of Direction 3                             A Compliance Officer or Event Safety Officer as per SASREA of a sport or recreational body must, include all health protocols including Spectator Risk Assessment Plans and measures in the safety plan that is submitted to the SAPS and copy the Department of Sport, Arts and Culture as part of the SASREA application for consideration and approval.                         A sport and recreation body must submit to the Department their events schedule on a monthly basis at least 1 month ahead of event delivery for the purpose of effecting a monitoring programme.                         Reports of each event must be available on request at least 2 weeks after event delivery.                         3                         Such proposal must be made in strict compliance with Protocols made by a Cabinet Member responsible for Health and in keeping with international best practice and provisions of SASREA Act 2 of 2010.                          3.5The Department may, after consideration of the proposal make additional requirements if any.                       3.6The Department must, if satisfied with the proposal made in terms of paragraph 3.1 above, issue a compliance letter.                           Repeal of regulation 66 of the Regulations                              Regulation 66 of the Regulations is hereby repealed.                             Amendment of regulation 67 of the Regulations is hereby amended by                               (a) the substitution for sub-regulations (2)(3) and (4) of the sub-regulations                           The wearing of mask is mandatory for every person when in an indoor public place, excluding a child under the age of six years, and any person who fails to comply with a verbal instruction by an enforcement officer to wear a mask, commits an offence and is, on conviction, liable to a fine or a period of imprisonment not exceeding six months, or to both such fine and imprisonment.                         A person not wearing a mask will not be allowed to -                             use, operate, perform any service on any form of public transport; or                         enter or be in a building, place or premises, including government buildings, places or premises, used by the public to obtain goods or services.                             {a) All persons in an open public space need not wear a mask but must maintain a distance of at least one metre from another person.                         (b)....                          Substitution of regulation 69 of the Regulations                              Regulation 69 of the regulations is hereby substituted of the following regulation                           Gatherings                      69 (1) All gatherings, including faith-based or religious, social, political and cultural, gatherings at restaurants, bars, shebeens and taverns; gatherings at conferencing, exhibitions, dining, gyms, fitness centres, casinos and entertainment facilities, gatherings at venues hosting auctions including agricultural auctions, sporting activities, wheFe persons who are-                         fully vaccinated and in possession of a valid vaccination certificate; or                        unvaccinated but in possession of a valid certificate of a COVID-19 negative test, recognised by the World Health Organisation, which was obtained not more than 72 hours before the date of the gathering,                        are allowed at up to 50% of the capacity of the venue  provided that the entry to the venue is conditional upon production of a valid certificate as referred to in paragraph (a) or (b) and subject to strict adherence to all health protocols and social distancing measures.                         Children under the age of 12 are exempted from a) and b) requirements.                            Gatherings even within school premises must comply with the SASREA requirements especially with spectators more than 2000.                           All gatherings, including faith-based or religious, social, political and cultural, gatherings at restaurants, bars, shebeens and taverns; gatherings at conferencing, exhibitions, dining, gyms, fitness centres, casinos and entertainment facilities, gatherings at venues hosting auctions including agricultural auctions, sporting activities, where persons who are-                          fa) not fully vaccinated or in possession of a valid certificate;                         (b) unvaccinated and not in possession of valid certificate of a negative COVID-19                       test, recognised by the World Health Organisation, which was obtained not more than 72 hours before the date of gathering,                     Are allowed but limited to 1000 persons or less for indoor venues and 2000 persons or less for outdoor venues, and if the venue is too small to hold the prescribed number of persons observing at a distance of at least one and half metres from each other, then not more than 50 percent of the capacity of the venue may be used, subject to strict adherence to all health protocols and social distancing measures.                         An owner or operator of any indoor or outdoor facility where gatherings are held must display the certificates of occupancy, which sets out the maximum number of persons the facility may hold.                        An owner or operator of any indoor or outdoor facility where gatherings are held and who fails to display the certificate of occupancy as contemplated in sub regulation (3) is guilty of an offence and is, on conviction, liable to a fine or                        5                     imprisonment for a period not exceeding six months or to both such fine and imprisonment.                        A convener of a gathering who fails to comply with sub-regulation (1) and (2), commits an offence and is, on conviction, liable to a fine or imprisonment for a period not exceeding six months or to both such fine and imprisonment.                       Gatherings at a workplace for work purposes are allowed, subject to strict adherence to all health protocols and social distancing measure                                Sale, dispensing of alcohol at venues hosting sporting and cultural events                                 The sale of liquor for on- or off-site consumption is permitted during licenced trading                          hours, subject to the laws governing such licenses.                          The consumption of liquor in public spaces, except in licensed on-site consumption                          premises, is not permitted.                          The consumption of liquor in contravention of sub-regulation (2) is an offence.                             Paragraph 6J of the Directions is hereby deleted.                         Short title and commencement                          These Directions are relating to sport, arts and culture activities and will come into effect                       on the date of publication in the Government Gazette.
