To provide a regulatory framework for the design of buildings within the area of Kouga Municipality jurisdiction; to promote aesthetically appealing design and construction of buildings within the Municipality's jurisdiction; to ensure new developments contribute positively to the Kouga Municipalities land scape and to encourage individual creativity in the design of buildings; to ensure sustainable development of the built environment and mitigate the effects of climate change by promoting energy efficient design practices; to set out the purpose and scope of the By-law, its application procedures, and effect of decision; to set out the scope of the By-law procedures, legal requirements and general matters.
