Long Title

To provide on the basis of the Constitution of the Republic of South Africa, 1996, the National Environmental Management Act 107 of 1998, the Local Government: Municipal Systems Act 32 of 2000, the Local Government: Municipal Structures Act 117 of 1998 and other related legislation; a framework By-law for environmental management in the eDumbe local Municipality (referred to herein as "the Municipality") by establishing core principles for decision-making on matters affecting the environment; to provide for the prohibition, restriction and control of activities in the jurisdiction of the Municipality which are likely to have a detrimental effect on the environment; to confirm environmental rights and duties on the part of the Municipality and members of the local community; to provide for the manner in which municipal environmental functions are exercised and performed; to establish a Code of Environmental Conduct for Councillors and municipal officials; and to provide for matters connected within the broader framework of developmental local government.
