To give effect to the right contained in Section 24 of the Constitution of the Republic of South Africa, 1996 by controlling air pollution within the area of the Municipality’s jurisdiction; and to ensure that air pollution is avoided, or where it cannot be altogether avoided, minimised and remedied.
